All companies using the e-Invoice system must pass the e-Waybill. In order to issue an e-Waybill document, both the seller and the buyer must be registered in the e-Waybill system. If the buyer is not an e-Waybill user, a paper waybill should be issued. When the sellers who use the e-Archive Invoice instead of the waybill switch to the e-Waybill application, the e-Archive invoice will continue to be issued if the buyer is not an e-Waybill user. If the buyer is also the user of the e-Waybill, the e-Waybill should also be issued apart from the e-Archive.

In order to send an e-Waybill, an e-Invoice must first be issued. It is essential that the e-Waybill is arranged in an electronic environment, signed with an electronic certificate, in accordance with the format and standards in the Technical Guide for the Application of the RA e-Waybill, forwarded to the recipient, stored, and presented. The e-Waybill must have a QR code or barcode in order to be queried from the Revenue Administration (GIB) system. It should also include the date and document number of the e-Invoice. The e-Waybill is prepared before the actual shipment of the goods and is forwarded to the buyer through the system of the Revenue Administration (GİB). The e-Waybill issued by the seller and forwarded to the buyer via the Revenue Administration (GIB) is accepted/rejected by the buyer. Buyer taxpayers, if they wish, can send the e-Waybill document, how much of it has been received/accepted regarding the subject goods, the number of undelivered goods, and the reason for the undelivered goods to the issuer of the e-Waybill document through the application.
